Imagine Monroe was created under Article 18A of the General Municipal Law of New York State, with the express goal of creating and retaining jobs for the purpose of reducing unemployment and economic deterioration. Imagine Monroe goals also include protecting and promoting the health of Monroe County residents and increasing commerce by supporting the development of recreational facilities aimed at attracting tourists to visit Monroe County from outside of the area.
We provide assistance to qualified applicants/projects; however, Imagine Monroe does not lend money for any projects. Instead, we provide assistance through tax exemptions, real property tax abatements, mortgage tax exemptions, and access to lower interest rates through tax-exempt bond issues. Assistance is available for acquiring, constructing, reconstructing, improving, maintaining, equipping and furnishing industrial, manufacturing, warehousing, commercial, research and recreational facilities.
Imagine Monroe is subject to New York’s Open Meeting Law and the Freedom of Information Law, and Imagine Monroe must comply with the New York State Environmental Quality Review Act (SEQR) for each project. Additionally, for each project receiving benefits exceeding $100,000, Imagine Monroe must conduct a Public Hearing prior to the board action on a project.Learn More About Us
Imagine Monroe Executive Director, Jeffrey Adair
As Monroe County’s Chief Economic Development Officer, Jeff Adair is the Director of the Monroe County Department of Planning & Development, the Executive Director of Imagine Monroe, the County’s Industrial Development Agency, as well as Executive Director of the Monroe County Industrial Development Corporation. Prior to his September 2016 appointment, Jeff spent over 30 years in the food industry beginning his career as a delivery person for a regional bakery and retiring from the world’s largest baking company. Throughout his career, Jeff was responsible for sales and distribution throughout the northeastern United States. Jeff is well known for his executive leadership as he established strategies to increase company growth and managed both employees and independent operators.
Jeff spent 20 years as a local elected official first serving as a Town Council member in the Town of Wheatland and ending his political tenure as President of the Monroe County Legislature. The combination of Jeff’s private and public sector experience endows him with an invaluable understanding of the complex set of challenges businesses face.

This is accomplished by actively working to promote, attract, encourage, and develop recreation, economically sound commerce, and industry for the purpose of preventing unemployment and economic deterioration. The Board of Directors of Imagine Monroe will carry out this mission guided by the tenets of Transparency, Integrity, Accountability, and Exemplary Customer Service.
Imagine Monroe Board Members are appointed by, and serve at the pleasure of the Monroe County Legislature.
